Is anyone else seeing companies use RTO as a way to cut headcount without paying out any severance ? It feels like the new standard industry norm for getting rid of people.

that's a pretty big assumption to make about every company. some of my old coworkers left because they literally couldn't afford the commute costs anymore, not because management was trying to dodge severance. have you actually seen any internal memos or evidence that specifically links these mandates to headcount reduction targets?
