google's been nuking pdfs lately and just dumping them into "crawled, not indexed" in gsc. i've got a few clients with old manuals and menus that are probably tanking right now. supposed you can use the search analytics and url inspection apis to hunt them down, but manually checking every site is impossible way too much work.
